Failed to load sql modules into the database cluster in Windows

Today while installing PostgreSQL 9.2 in windows 7 I faced below issue.

“Failed to load sql modules into the database cluster”

I have checked in google but did not find any solution. I tried to run the file as administrator(as I have admin privileges) but still no use.
I logged in as Administrator and executed and it was executed successfully.
